Endorsement vs Examination: Which Nursing License Pathway Do You Need?

Endorsement transfers an existing license; examination is for new graduates. Here is how to tell which pathway applies to your situation.

When you apply to a state Board of Nursing, you choose one of two main pathways: endorsement or examination. Picking the wrong one is the most common reason applications stall.

Endorsement (license transfer)

Endorsement is for nurses who already hold an active, unencumbered license in another U.S. state or jurisdiction. The board verifies your existing license (usually through NURSYS), runs a background check, and issues a new license based on your current one. No NCLEX retake is required.

Examination (licensure by exam)

Examination is for new graduates who have never been licensed. You apply to a board, receive authorization to test (ATT), sit for the NCLEX-RN or NCLEX-PN, and are licensed upon passing. If you later move states, you then use endorsement.

Common confusion points

  • You passed NCLEX in one state but never activated a license there — you still generally apply by examination in your new state, then endorse outward later.
  • Your license lapsed or is encumbered — endorsement may be blocked until you reinstate or clear the encumbrance in your original state.
  • Foreign-educated nurses — most states require a credentials review (CGFNS or Josefson) and may require examination rather than endorsement.

Which is faster?

Endorsement is almost always faster and cheaper than re-taking the NCLEX. If you have a valid license anywhere in the U.S., endorsement is your pathway.
